Abstract

Through simulation,the carbon emissions of land use in Hebei Province under different development scenarios were analyzed,the impact of different regulatory policies on carbon emissions,carbon absorption and net carbon emissions was evaluated,and policy suggestions for Hebei Province to achieve the goal of carbon neutrality were proposed.The results showed that under the natural development scenario,net carbon emissions showed an upward trend,while carbon absorption increased but was not enough to offset the increase in carbon emissions.Compared with the other three policy simulation scenarios,net carbon emissions decreased by 21.788 million tons,14.705 million tons,and 36.09 million tons,respectively.The effect of regulating net carbon emissions was most significant under the carbon neutrality scenario.Research conclusion:Not taking other policy measures to intervene will lead to higher levels of carbon emissions,and effective policy implementation is crucial for achieving carbon neutrality.The best emission reduction effect is achieved by implementing both carbon reduction and carbon sequestration policies simultaneously.In addition,policies such as improving regional energy utilization efficiency,reducing high carbon emission energy use,upgrading industrial structure,and forest protection are also effective ways to achieve carbon neutrality.
