Power Supply-Demand Imbalance Under Vietnam's PDP8 Policy Dilemmas and Investment Strategies for Chinese-Funded Enterprises

Abstract
This study addresses the power supply-demand imbalance stemming from implementation delays of Vietnam's Eighth National Power Development Plan(PDP8),analyzing challenges and opportunities in Vietnam's power market to inform investment strategies for Chinese enterprises.It begins by reviewing the evolution of Vietnam's historical power development plans and market context,examining their execution patterns.The core analysis focuses on PDP8's key objectives and implementation progress,highlighting structural issues within the current power market.The paper then explores future opportunities in Vietnam's energy sector while assessing investment risks for Chinese-funded enterprises.Finally,it proposes targeted recommendations:Chinese investors should prioritize projects such as cross-border electricity imports,onshore wind,nearshore intertidal wind,and rooftop solar power,while monitoring opportunities in cross-grid interconnection and ultra-high voltage transmission projects.Enterprises must mitigate risks related to Power Purchase Agreement(PPA)negotiations and avoid grid-congested regions,achieving sustainable growth through technology transfer and localization strategies.关键词
