FUNCTIONAL POSITIONING AND OPTIMIZATION PATH FOR HIGH-QUALITY DEVELOPMENT OF PROVINCIAL-LEVEL AGRICULTURAL SCIENCE INSTITUTES IN THE NEW ERA

Abstract
Provincial-level agricultural science institutes,as an important part of the innovation system,play an irreplaceable role in supporting the high-quality development of regional agriculture.Facing the strategic need of accelerating the building of a strong agricultural country,and from the perspective of integrating functionality and organization,this research further defined the functional positioning of provincial-level agricultural science institutes in the new era,such as,strengthening strategic applied research and basic research,making full use of and protecting the at all levels of resources(nursery)for supplementary germplasm resources system,completing the transformation of scientific and technological achievements to the scene of traction work,bearing the modern agricultural innovation and development of national think-tank,industry think-tank and enterprise think-tank.Then,based on a deep analysis of the practical difficulties faced in building a scientific and technological innovation system,policy recommendations are proposed on speeding up the construction of an agricultural science and technology innovation system with"clear echelon,division of labor and cooperation,and moderate competition",so as to provide an important reference to further optimize the layout of agricultural science and technology innovation and continue to improve the ability of serving regional social and economic development.关键词
