MANAGEMENT AND CONSIDERATION ON THE BASAL RESEARCH FUND FOR EMERGENCY RESEARCH TASKS

Abstract
The Basal Research Fund primarily supports self-initiated,public-interest research that aligns with disciplinary development trends and embodies forward-looking strategic planning.It is generally categorized into multiple categories,including stable support,talent cultivation,and emergency research,among others,with the latter specifically addressing sudden scientific demands in public health,natural disasters,and related fields.Taking the Chinese Academy of Agricultural Sciences(CAAS)as a case study,this research summarized the origins,institutional frameworks,project initiation processes,key focus areas,management measures,and outcomes of Basal Research Fund emergency research task.And it identified challenges in task implementation,proposed recommendations,including maintaining the"emergency-response"and"public-welfare"dual-attribute mandate of special task,improving demand-driven task formulation mechanisms,and optimizing performance evaluation systems.Then this study introduces the management and considerations of emergency research tasks funded by basic scientific research expenses,and provides important references for better use and management of special emergency research task funds in public service research institutes and for the scientific and effective implementation of emergency research tasks.关键词
