Abstract
This article focuses on a typical case investigated and handled by agricultural law enforcement authorities in Bengbu City,Anhui Province,concerning the operation of pesticides without legal pesticide registration certificates.It analyzes the illegal conduct and key points of enforcement,with a detailed examination of case characterization,identification of the administrative penalty subjects,calculation of illegal gains and product values,disposal of involved public health pesticides,and traceability investigations.The study further discusses regulatory issues concerning public health pesticides,the"No penalty for minor or first-time violations"policy,whether confiscation of illegal gains is necessary when administrative penalties are not imposed,and challenges in tracing public health pesticide violations.Recommendations are proposed to address existing issues,aiming to provide references for enhancing supervision and law enforcement practices related to public health pesticides.关键词
