Abstract
The Work Plan for Accelerating the Construction of a Dual Control System for Carbon Emissions proposes to establish a multi-level carbon emission dual control system covering national planning,local assessment,industry control,enterprise management,project evaluation,and product carbon footprint through phased control of"intensity+total amount",in order to promote the low-carbon transformation of the energy and chemical industry.This system forces high energy consuming enterprises to optimize their production capacity layout,strengthen technological transformation and upgrading,and promote carbon reduction through carbon market expansion and quota mechanisms.It is recommended that the industry incorporate the dual control targets into the"15th Five Year Plan",strengthen carbon emission management,statistical accounting,and new project review,enhance product carbon footprint management capabilities,seize the transition window period,and help achieve carbon peak and carbon neutrality goals.关键词
