Building relationship mobilization:Chinese-style rural mobilization mechanism under complex policy field
摘要
Abstract
Following the research path of"practice-theory",this study defines the concept of constructing relationship mobiliza-tion on the basis of case description,mechanism analysis,paradigm interpretation.Constructing relationship mobilization requires both pressure conditions and feasibility conditions,which includes three dimensions:the relationship operation of hierarchical re-sources,the social resources,and authoritative resources.These three dimensions support each other and ultimately promote the"own people"relationship between village cadres and villagers.This"own people"relationship is a new variable beyond the three current governance paradigms in the academic community and is the breakthrough point for transformation of village public affairs into private affairs,which is the key to solving the mobilization dilemma.In essence,constructing relationship mobilization is the product of the transformation of China's grassroots governance system,the manifestation of the modernization of grassroots gover-nance,the reflection of the innovation ability and responsibility spirit of grassroots cadres.It is an important paradigm of gover-nance in China.The positive aspects of constructing relationship mobilization are prominent,but there are also governance risks,which should be adjusted to balance the law and temperature of grassroots governance.关键词
