Abstract
The global climate crisis is getting more and more serious,and a breakthrough of the"climate tipping point"will have catastrophic consequences,so it is urgent to strengthen climate risk management.Climate risk assessment is the foundation and prerequisite for climate risk management,analysing and assessing the main drivers of climate risk and the climate security situation at home and abroad,systematically studying the international climate risk assessment methodology,combining the characteristics of China's climate risk and the development law,constructing China's national and provincial-level climate security risk evaluation index system and conducting assessment,and based on the results of the assessment of the 31 provinces(autonomous regions and municipalities directly under the central government)into low-risk areas,medium-risk areas and high-risk areas,Based on the assessment results,31 provinces(autonomous regions and municipalities directly under the central government)in China will be divided into low-risk areas,medium-risk areas and high-risk areas,which will provide a scientific basis for the formulation of differentiated strategic planning programmes for climate adaptation and the effective control of climate risks.China should strengthen the construction of climate risk monitoring and early-warning system,formulate climate adaptation strategies and climate risk management programmes in key areas,actively respond to the risk of green and low-carbon transformation of economic and social development,and build a comprehensive response mechanism with cross-sectoral linkage,response of the whole society and active participation of the public,so as to effectively cope with the international imported climate risks.During the 15th Five-Year Plan period,it is necessary to integrate development and security,promote the establishment of an efficient and coordinated emergency management system for climate disasters,strengthen scientific research on climate security risk assessment,monitoring and early warning,build a systematic,multi-level climate security system,and strengthen scientific and technological innovation and human resources support for climate security response.关键词
