政策工具视角下中医药文化传承创新发展政策分析
Analysis on the TCM Culture Inheritance,Innovation and Development Policy from the Perspective of Policy Tools

Abstract
Objective To analyze the distribution characteristics of China's TCM culture inheritance,innovation and develop-ment policies in three dimensions of policy tools,integration objectives and policy strength,and study the focus and deficiencies of China's existing TCM culture inheritance,innovation and development policies,so as to provide reference for policy optimization.Methods Rothwell and Zegveld policy tool classification method were used to comprehensively retrieve related documents in 2007～2024,build three dimensional framework of"policy tools,integration goal,policy strength".By using content analysis and policy text quantitative method,the policy texts was conducted multidimensional classification and cross analysis.Results In the policy tool dimension,the most type is environment(44.91％),followed by supply(40.57％)and demand(14.53％).In the inte-gration target dimension,the most is sustainable development(50.17％),followed by strengthening TCM communication and popularization(34.98％),and promoting economic development(14.85％).In the policy strength dimension,the average poli-cy strength is weak,with a score of 1.67.The results of cross analysis showed that there was some mismatch among policy tools,integration objectives and policy strength.Conclusion There is structural imbalance in policy tools,so the use structure of policy tools should be balanced.The distribution of integration objectives is significantly different,so it is needed to promote the balance of target structure and strengthen policy coordination.The overall policy strength is weak and poor structure,so the formulation of legal policies and the top-level policy design should be strengthened.关键词
