Strategic framework and implementation path of"defining city,land,population and production by water"in the Yellow River basin

Abstract
The Yellow River basin serves as a crucial ecological barrier and economic zone in China,holding an irreplaceable strategic position in ensuring national food,energy,and ecological security.However,the basin faces serious challenges,including water scarcity,extremely uneven temporal and spatial distribution of water resources,and a mismatch between water resource endowments and the spatial pattern of economic and social development.The contradiction between water supply and demand has become a major bottleneck restricting the region's high-quality development.In this context,scientifically assessing the water resource carrying capacity of the basin,implementing the principle of"defining city,land,population and production by water",and setting appropriate economic and social development targets,are essential for breaking the dilemma of water shortage in the Yellow River basin to promote ecological protection and high-quality growth.This study systematically analyzes the policy connotation of"defining city,land,population and production by water"and constructs a multi-objective coordinated assessment framework for water resource carrying capacity.It provides a comprehensive analysis of the current situation and the projected water supply-demand balance in the basin by 2035.By integrating the rigid constraints of water resources with the theory of spatial equilibrium,an optimized allocation scheme that balances equity and efficiency is proposed.A coordinated regulation mechanism between water resources and development elements is also established.On this basis,an optimized spatial layout scheme for city,land,population,and production aligned with basin characteristics is developed,along with a practical implementation path for the"defining city,land,population and production by water"strategy.The findings provide a scientific foundation for achieving ecological protection and high-quality development in the Yellow River basin.They also provide an important reference for other water-scarce basins to enhance the efficient,intensive and safe utilization of water resources and support ecological protection and high-quality development.关键词
