摘要

Abstract

To support the high-quality construction and advanced management of water conservancy in Xiong'an New Area,a top-level design of a smart water management system was developed,guided by core operational needs such as flood forecasting and dispatching,ecological water replenishment for rivers and wetlands,optimized water resource allocation,enhancement of water-saving efficiency,ecological restoration of rivers and wetlands,intelligent operation of water projects,innovation in water administrative services,and preservation of water culture.Based on digital infrastructures including the Xiong'an Cloud,integrated data platform,unified video platform,IoT platform,and CIM platform,a multi-source collaborative smart water management framework was proposed.An"sky-space-earth-water-project"integrated monitoring and perception system was designed to support fine-grained data foundations for wetlands,major rivers,and water conservancy projects.A technical framework combining numerical weather forecasting,hydrological models,and intelligent algorithms was established,along with a"1+2+N"business application system.Following the implementation path of"top-level design—phased execution—key breakthroughs",priority was given to developing the"four pre"(forecasting,warning,rehearsal and contingency planning)functions for flood control and ecological water replenishment,and gradually forming an integrated management platform covering the full range of urban water-related operations.Through multi-source data fusion,model coupling,and system development,the aim is enhancing the precision of water management and providing technical support for improving the resilience and sustainability of the water systems in Xiong'an New Area.
