Exploration of the Development and Synergistic Model Construction of the Three Major Systems of China's Health Services from The Perspective of Healthy China

Abstract
Objective To analyze the current status and problems of the coordinated development of China's three major sys-tems(medical care,public health,and medical insurance),and explore the"one body,two wings"model to facilitate the imple-mentation of the Healthy China strategy.Methods By conducting literature review to summarize domestic and international re-search,combined with policy interpretation and case analysis,a framework for the"one body,two wings"coordinated develop-ment model of the three major systems was constructed,and the key points of mechanism construction were clarified.Results The current status showed that these three major systems had many problems such as insufficient coordination and unbalanced resource allocation under the independent,division-of-labor,and integration models.The"one body,two wings"model was proposed,with medical insurance as the"body",and medical care and public health as the"wings,"which provides a clear path for coordi-nated development through the construction of interlocking,self-consistent,fair,and shared mechanisms.Conclusion The coor-dinated development of these three major systems is of great significance for the implementation of the Healthy China strategy,which can enhance the epidemic prevention and control capabilities,optimize resource allocation,and resolve medical crises.The model of"one body,two wings"is feasible.It is recommended to strengthen top-level design,improve policy support,and pro-mote practical exploration.关键词
