Abstract
In recent years,the frequency of extreme weather events in Beijing has increased significantly,with flash flood disasters frequently resulting in casualties.The catastrophic flood of"23·7"in the Haihe River Basin,in particular,posed a severe test to the capital's systematic flash flood prevention framework.To advance the flash flood disaster prevention efforts in 2025,this paper analyzes the current status and challenges of flash flood prevention in Beijing.Aiming at the objective of achieving zero fatalities and minimal injuries,the work focuses on:strengthening the implementation of the responsibility system;formulating a guideline for flash flood early warning,hazard avoidance,and evacuation response;conducting a comprehensive inventory of potential flash flood risks and population data in hazard-prone areas;and developing"one village,one strategy"tailored plans with Beijing's regional characteristics.These measures aim to enhance the"FEDE"for flash flood management system(forecasting,early warning,drilling and emergency plans),thereby maximizing the protection of the lives and property of residents in mountainous regions.关键词
