Optimizing the business environment and improving the quality and efficiency of financial services
摘要
Abstract
A high-level financial service system is an essential component of a business-friendly environment.By benchmarking against the new round of evaluation system released by the World Bank and examining the current development status of China's financial sector,there are dual dilemmas in the financial legal system and service supply.First,the existing financial legal rules are not compatible with the international evaluation requirements and the needs of market development.Secondly,the effective supply of financial services is relatively scarce.Due to the uniqueness of China's financial market,it is not appropriate to blindly apply the evaluation indicators of the World Bank.In line with local practices in China's financial market,the institutional design should be enhanced by improving the rules on extending security interests over movable property,the private enforcement rules for movable property security,and the liability limitation rules for unauthorized payments.These improvements would solidify the institutional foundation of the financial business environment.By improving the credit information infrastructure,improving the anti-money laundering information sharing platform,and unifying the registration system for movable and immovable property security rights,the quality and efficiency of financial public services can be enhanced.Through these measures,continuously improving the quality and efficiency of financial services can not only meet the needs of economic and social development and the people,but also provide strong support for the construction of a high-level business environment,and further promote the high-quality development of China's economy.关键词
