Consumption Stimulus Policies:Experiences and Inspirations from the United States,Japan,and Russia

Abstract
Consumption stimulus policy refers to the government's use of fiscal policy to boost consumer demand and promote economic growth by ad-justing taxes,expenditure,and other policy measures.During the economic crisis,the United States,Japan and Russia adopted their own consumption stimulus policies based on their own situations,which provided experiences for China to adopt appropriate consumption stimulus policies.On the basis of defining the connotation of consumption stimulus policy,this paper analyzes the experiences of consumption stimulus policies in the United States,Japan and Russia,and puts forward corresponding enlightenment and suggestions for the current situation of consumption growth in China.We should decisively adopt consumption stimulus policies.Short term consumption stimulus policies should be combined with long-term consumption promotion policies,and demand management policies should be combined with supply management policies.At the same time,a stable fiscal system should be established as the basis for the effective implementation of consumption stimulus policies.关键词
