Exploring the management and operation of open research project in state key laboratory
摘要
Abstract
[Objective]State key laboratories play a pivotal role in Chinese innovation system,with open research projects serving as a crucial mechanism for fostering academic exchange and collaborative research.This paper examines the management strategies and operational measures of representative open research projects across multiple state key laboratories.Following their reorganization,these laboratories have become central to postgraduate education,scientific innovation,talent cultivation,and team development in universities.Open research projects will continue to be the primary means of implementing the"openness,mobility,collaboration,and competition"operational framework.To enhance their impact,it is essential to refine management practices based on accumulated experience,ensuring these projects become a key platform for high-level cooperation,original breakthroughs,and regional innovation.[Methods]This paper introduces the innovative management models of open research projects in state key laboratories across multiple fields.Each state key laboratory has its own focus in terms of the establishment of open research projects,the conditions for applicants,and the innovation of management mechanisms.By innovating the institutional mechanisms,the review process of open research projects has become more fair and impartial.The forms of achievements from open research projects are diverse,and the implementation period can be dynamically adjusted according to the actual situation of the projects.During the project operation period,services for the sharing of large-scale instruments and the use of funds should be well provided.This paper analyzes the examples and achievements of the management measures of open research projects in the State Key Laboratory of Superhard Materials at Jilin University,including publicity,standardized management,and establishment based on needs.[Results]Learn from the construction experience of the state key laboratory and innovate the operation and management measures of the open subject of the state key laboratory."Organized scientific research"is an important form for universities to institutionalize and systematically serve national and regional strategic needs in scientific and technological innovation.Newly resconstituted state key laboratories gather excellent scientific and technological talents,possess high-level innovation capabilities,and advanced scientific research equipment bases,and are high-level academic exchange centers in the field.Newly resconstituted state key laboratories should take the initiative to explore and utilize open research topics to establish new interdisciplinary growth points,form synergy with schools,and become pioneers and landing units in organizing research teams to explore and implement"organized scientific research".The State Key Laboratory of High Pressure and Superhard Materials has innovated the open project management mode,setting up cooperative special projects in the open projects.These projects have changed from the"guide application project"method to the method of first obtaining cooperative research results and then receiving subsidies.To cultivate interdisciplinary research teams for the laboratory,establish new growth points for interdisciplinary research,and explore the role of interdisciplinary integration in promoting the reform of the"organized scientific research"paradigm.Utilize laboratory open research projects to fund users of major national scientific and technological infrastructure,and assist in the open sharing of facilities.Targeting users of major national scientific and technological infrastructure sharing,a special project will be established in the open project of the State Key Laboratory of High Pressure and Superhard Materials.The funding for the open project will solve the cost problem for users,and the facility system responsible personnel of the open project collaborators will assist users in familiarizing themselves with the facilities,improving their open sharing service capabilities,and ensuring that users can use the facilities.Utilize laboratory open projects to enhance regional technological innovation capabilities.The State Key Laboratory of High Pressure and Superhard Materials,relying on Jilin University in Changchun City,has established regional joint open projects targeting the laboratory's location in Jilin Province and even the three northeastern provinces,focusing on improving the regional transformation efficiency of laboratory scientific and technological achievements and playing a role in regional revitalization and development.[Conclusions]Summarize the management and operation experience of open projects of state key laboratory,arrange open projects according to the development needs of state key laboratories,and take open projects and funds as the carrier and guarantee to help state key laboratories shoulder the task of building a strong country in science and technology and education,achieving self-reliance in high-level science and technology,and cultivating young talents.关键词
