政策工具视角下高校教师评价政策的嬗变与展望
Evolution and Prospect of University Teacher Evaluation Policies from the Perspective of Policy Tools
摘要
Abstract
Teacher evaluation is always the priority and challenge of staffing reform in higher education institutions.Within a framework featuring policy tool categories and milestones of education reform,this study analyzed the teacher evaluation policies that higher education institutions had put in place since the reform and opening up.After four-stage development,namely recovery and reconstruction,regulation and adjustment,systematic implementation,and deepening reform,the teacher evaluation policies in higher education institutions have been changing from the single use of policy tools to the comprehensive use of policy tools,from compulsory requirements to indirect guidance,from pilot to overall implementation,and from short-term incentives to long-term development.Cultivating the faculty of higher education institutions should be based on trust and aim to drive their development.Efforts should be made to improve the internal evaluation schemes,focus on the construction of academic ecosystem,and promote teacher participation in evaluation,give full play to the role of teachers as the main body,and build a development community between faculty and higher education institutions.关键词
