摘要

Abstract

Establishment of licensing system for responsible supervisors is a systematic innovation in education supervision,but there is a lack of coherence in the system design and supporting policies.The concepts of"Supervisor Responsibility Area"and"Responsible Supervisor"should be clarified and standardized,and the construction of supervisor responsibility area and responsible supervisor team should be scientifically promoted.Responsible supervisors should be appointed by the government,and their duties should be further clarified to formulate the positive and negative lists of responsible supervisors'duties.Besides,the two identities,two roles and their relationships of responsible supervisors should be clearly defined.
