Abstract
Under the guidance of the rural revitalization strategy,a"1+2"working framework for comprehensive land consolidation was constructed in the paper.The research identifies key challenges in current land consolidation practices,including difficulties in market-oriented operation,heavy fiscal dependence,and limited financing channels.Simultane-ously,rural revitalization faces multi-level pain points:imbalanced"human-land-asset"relationships at the macro level,industrial upgrading bottlenecks at the meso level,and imperfect project implementation mechanisms at the micro level.To address these issues,the study draws on the experience of the"Thousand Villages Demonstration,Ten Thousand Villages Improvement"project,transcending conventional engineering approaches by incorporating strategic development principles and establishing systematic"land consolidation+"methodologies.At the implementation level,ensure practices by establishing a close-working model and an enabling database to achieve the collaboration of multiple elements.The pilot implementation in Daqiao Village of Yongchuan District in Chongqing demonstrates the framework's effectiveness in optimizing land resources,facilitating industrial integration,and ensuring project delivery,providing a replicable solution for rural revitalization.关键词
