THE INCENTIVE EFFECT AND ENHANCEMENT PATH OF POLICY-BASED AGRICULTURAL INSURANCE ON GRAIN PRODUCTION

Abstract
It is of important theoretical and practical significance to explore the function mechanism and the effective path of the policy-based agricultural insurance to guarantee the national food security.On the basis of theoretical analysis,the incentive effect of policy-based agricultural insurance on grain production was tested from 20 counties in 6 provinces from 2018 to 2022.The research showed that policy-based agricultural insurance had a significant positive incentive effect on grain production and effectively promoted the"grain trend"of crop planting structure.The heterogeneity analysis showed that the incentive effect of policy-based agricultural insurance on corn production was significantly higher than that of rice and wheat;the incentive effect of policy-based agricultural insurance in high-risk areas was significantly higher than that in low-risk areas.The mechanism analysis showed that policy-based agricultural insurance could effectively stabilize the operating net income of farmers and optimize the crop planting structure,and played an income effect and substitution effect on grain production incentive.Therefore,it is an effective way to encourage grain production to scientifically formulate the development plan of grain crop insurance,strengthen the support of policy-based agricultural insurance for the three major grain insurance,and improve the service capacity of grain crop insurance.关键词
