Digital Technology Empowering High-quality Development of Vocational Education:Institutional Barriers and Optimization Strategies
摘要
Abstract
From the perspective of new institutionalism,the institutional framework for empowering high-quality development of vocational education through digital technology includes regulatory,normative,and cognitive institutions.Among them,regulatory institutions such as laws and regulations and policy documents lack effective supply in terms of fairness and security,normative institutions such as development plans and implementation plans encounter public dilemmas in terms of systematization and human nature,and cognitive institutions such as values and behavioral logic face disorderly risks in terms of leadership and extensibility.To overcome the above institutional barriers,it is necessary to adhere to safety as the foundation and fairness as the priority,and strengthen the effective supply of regulatory institutions such as laws,regulations,and policy documents;adhere to systematic design and people-oriented approach,eliminate the public dilemma of normative institutions for development plans and implementation plans;persist in cognitive updating and role reshaping,and resolve the risk of disorder in cognitive institutions related to values and behavioral logic.关键词
