Abstract
The risk factors such as environmental risk substances,production processes,environmental pro-tection facilities,material transportation and loading/unloading,secondary and associated accidents of fire and explosion,and leakage accidents that may cause sudden air pollution accidents in oil refining enterprises were analyzed.Through the analysis of the maximum reliable accident of sudden air pollution in the case oil refining enterprise,two accident scenarios were set.For the H2 S gas leakage of the sulfur recovery device and the SO2 and CO emissions caused by the fire combustion of the crude oil tank respectively,the multi-smoke mass mode was adopted to simulate the scenarios.The results showed that under the two meteorological conditions of close to calm wind and average wind speed,no half-lethal concentration of H2 S occurred in the rupture and leakage accident of the acidic gas pipeline,and the maximum affected range was 5 423.3 m.The fire accidents of 50 000 cubic meters of crude oil storage tanks also did not show the semi-lethal concentration of SO2,and the maximum affected area was 16 567.3 m.The atmospheric CO pollution caused by fire accidents had the most serious impact.The semi-lethal concentration of CO occurred under both typical meteorological conditions,and the maximum affected range was 7 833.3 m.The secondary air pollution caused by fire accidents was the main factor that triggers large-scale social impacts.关键词
