摘要

Abstract

Flood disasters occur frequently and severely in China,with extensive impact and severe consequences.Traditional flood perception methods are unable to meet the requirements of the"four predictions"paradigm for digital twin flood prevention and the high-quality development of water conservancy in the new stage.To enhance the flood monitoring and perception capabilities,a sky-air-ground integrated monitoring system for flood control in river basins has been established based on remote sensing satellites,unmanned aerial vehicles(UAVs),and ground station networks.The flood monitoring capabilities of satellite remote sensing monitoring technology,UAV monitoring technology,and ground station network monitoring technology are elaborated,and a operational applica-tion example is provided based on the defense of the"23·7"basin-wide extreme flood of the Haihe River.Finally,the deficiencies of the current sky-ground-space monitoring technologies for flood control in river basins are summa-rized,and targeted suggestions are proposed.
