Study on the Planning for the Future Energy Park Oriented by Carbon Neutrality:A Case of Beijing City

Abstract

Macro-policy,engineering technology,and land management are the three keys to achieve China's strategic goals of carbon peaking and carbon neutrality.However,they are involved with huge differences in disciplines,and cannot cooperate with each other well.Therefore,this paper Beijing as a typical study area,focuses on biomass and gas-fired power plants from the perspective of combining energy utilization rate and land use control,describes the impacts of power plants on the urban heat island,analyses the utilization of vacated land after the innovation of energy technology,and proposes new energy-led industrial regeneration units from the perspective of urban regeneration.It is found that at present,the annual production of electricity by gas-fired power plants accounts for 93.5%of the total electricity supply in Beijing,and that of biomass facilities accounts for 4%,with annual CO2 production of 6,750.6 tonnes and 990.0 tonnes,respectively.However,the average heat island intensity around the power plants has reached 7.94℃,with some reaching 17.00℃,which has a huge impact on the surface temperature environment in Beijing.Through technological innovation of gas facilities,biomass facilities,ambient temperature difference power generation system and carbon sequestration technology,about 70%of the building land in the power plant can be vacated by 2060 without reducing the intensity of energy supply,and for this reason,the paper plans to create the Cold Island-Future Energy Park Renewal Unit,and to a"node-area-city"three-tier future energy city,which will contribute to life-cycle territorial spatial governance and low-carbon demand.
