基于政策注意力理论的职业教育体系建设演进脉络与发展特征
The Evolution and Development Characteristics of Vocational Education System Construction Based on Policy Attention Theory

Abstract
Vocational education system construction is an important guarantee for the effective progress of vocational education.Applying policy attention theory,this study constructs a three-dimensional framework of time-content-actor to systematically analyze the evolution of China's vocational education system since reform and opening-up.By reviewing the policy texts of this period,it is found that the policy attention in the construction of vocational education system has gone through four stages:establishing systemic structures and basic frameworks,formulating legal protections,building a modern vocational education system,and refining and deepening this system.Throughout this evolution,policy attention has shifted from monism to pluralism;from laying foundations to adaptation;from academic and vocational tracking to integration between vocational education and general education;from governance top-down design to collaborative interaction;and from scale expansion to connotative development.Moving forward,vocational education system construction must leverage scientific policy attention through four core pathways.关键词
