Abstract

With the gradual implementation of the EU Battery Regulation(Regulation(EU)2023/1542 of the European Parliament and of the Council of 12 July 2023 on batteries and waste batteries)and its accompanying secondary legislation,the lithium-ion battery recycling system is undergoing a profound shift from technology-driven practices to a rules-based framework.Based on a systematic review of mainstream recycling technology paths,such as hydrometallurgy,pyrometallurgy,mechani-cal processing,and direct regeneration-and assesses their compliance alignment and development po-tential in light of the EU's regulatory requirements on material recovery efficiency,minimum re-cycled content,lifecycle information disclosure,and hazardous waste management.The structural characteristics and institutional differences of the recycling industrial chains in China and Europe were compared.It was pointed out that although China has advantages in processing scale and pro-cess maturity,there are still shortcomings in aspects such as recycling efficiency accounting,data traceability mechanism and compliance responsibility implementation.In response to the rising regu-latory thresholds in global recycling systems,it is proposed that Chinese enterprises should gradually shift from"export-oriented"to"rule adaptation"and"system connection",and focus on breaking through the capability bottlenecks in key links such as efficiency accounting,recycling labeling,com-pliance data management and third-party certification.Ultimately,only by establishing compliance capacity grounded in technology,data,and accountability can Chinese recyclers secure a sustainable role in the evolving global battery value chain and explore feasible cooperation interfaces with the EU.
