The EU's ban on Russian gas imports:latest policy assessment and impact analysis

Abstract
Recently,the European Commission unveiled its latest roadmap and legislative proposal on terminating Russian gas imports within the EU,explicitly proposing a phased import ban for the first time.Under the updated policy,the EU will prohibit Russian gas imports under spot and short-term contracts in 2026,followed by a comprehensive ban on all forms and pathways of Russian gas imports by 2028.This policy will eliminate approximately 35 billion cubic meters of Russian gas supplies to the EU in 2028.Primary alternative gas supplies for the EU comprise imported LNG,domestically produced Romanian gas,and pipeline imports from Azerbaijan—three sources collectively capable of substituting current Russian import volumes.Implementation will substantially impact export products from the Yamal LNG project.Nevertheless,given rapidly expanding global LNG supply,the overall loose supply-demand conditions in the global LNG market during coming years will remain largely unchanged.Global LNG trade flows will reconfigure,redirecting greater Russian LNG volumes toward Asian markets while Europe compensates for reduced Russian volumes through increased procurement from US,Qatari,and other suppliers.Chinese enterprises should closely monitor these policy dynamics,track implications for the Yamal LNG project,proactively conduct risk assessments,and formulate responding strategies.关键词
