Abstract
The rapid development of new energy in Brazil stems not only from abundant natural resources but also from a robust legal and regulatory framework coupled with diversified incentives.Brazil has established a multi-tiered regulatory structure.The National Energy Policy Council(CNPE)oversees strategic planning,the Ministry of Mines and Energy(MME)spearheads policy implementation,and the National Agency of Petroleum,Natural Gas,and Biofuels(ANP)alongside the National Electricity Regulatory Agency(ANEEL)regulate the fuel and electricity markets respectively,constituting a comprehensive system governing such diverse new energy sources as wind,solar,and biomass.Regarding its legal system,Brazil employs a progressive"foundation laws+targeted amendments"model.This approach,anchored in the National Electricity Regulatory Law and the National Energy Policy Law,progressively expands into specialized legislation encompassing energy policy,environmental protection,tax incentives,and other domains.Through energy market liberalization,the implementation of auction mechanisms,the integration of distributed energy resources,and the creation of a carbon emissions trading market,Brazil has effectively optimized its energy structure while enhancing supply diversity and stability.Brazil has adopted a system of fiscal and market-driven incentives designed to reduce investment and operational costs,thereby enhancing the competitiveness of new energy sources.关键词
