摘要
Abstract
Objective:To make an investigation of the demographic reality and policy evolution of the birth support policy in Jiangxi Province,and to systematically analyze the blockage and stagnation faced in the process of policy implementation.Methods:Based on Smith's policy implementation process model,we analyzed the blockage dilemma encountered in the implementation process of Jiangxi Province's fertility support policies by focusing on the four dimensions of policy content,implementation agency,target group,and policy implementation environment.Results:As the population of Jiangxi Province continues to shrink and the fertility rate continues to fall,Jiangxi Province has introduced a series of fertility support policies to stimulate the public's willingness to have children and to boost the level of fertility in society.At present,although Jiangxi Province's fertility support policies have gradually entered the stage of revision and improvement,they are still facing the dilemma of four obstacles:the lack of sound fertility support policies,the lack of effective supervision of the implementing agencies,the differences in the perception of the target groups,and the need to optimise the environment for the implementation of the policies.Conclusion:Under the new demographic situation,in order to further improve the effectiveness of the implementation of the fertility support policy,Jiangxi Province should improve and perfect the policy system and promote the virtuous circle of the demographic development;strengthen the supervision of the implementing agencies and ensure the comprehensive implementation of the policies;promote the policy publicity work and enhance the target groups'knowledge of the policies;continuously optimize the policy implementation environment,and build up a fertility-friendly society.关键词
