Abstract
Since the 20th National Congress of the Communist Party of China,continuous efforts have been made to improve the business environment,fully stimulate the vitality of market entities,and reduce their burdens through measures that deepen the"streamline,delegate,regulate,and serve"reform.The notification and commitment system for water withdrawal permits,based on regional water resources assessment,has been widely applied under the current reform framework.In this paper,the concept and current status of the notification and commitment system for water withdrawal permits were first introduced.Secondly,its implementation process and characteristics were outlined.And finally,the relevant conclusions and recommendations were presented.The notification and commitment system for water withdrawal permits has played a positive role in advancing the"streamline,delegate,regulate,and serve"reform,further simplifying government authority and promoting the transformation of government functions from"management-oriented"to"service-oriented.".关键词
