Abstract

Communication systems are critical infrastructure that support societal operations.Seismic resilience assessment provides scientific foundations for formulating earthquake prevention,disaster mitigation,and emergency rescue plans to enhance their seismic resistance capacity.Therefore,a seismic fragility database encompassing critical facilities including communication buildings,equipment,and towers was constructed.Based on this,a post-earthquake functionality assessment approach was developed,using base station connectivity rate as the performance indicator.Furthermore,through field investigations,post-disaster recovery strategies and critical facility repair duration were determined,enabling the proposal of a system recovery simulation method.Ultimately,a dual-parameter resilience assessment method was established to separately evaluate the post-earthquake functionality degradation and recovery duration.A case study was presented to assess the seismic resilience of a hypothetical urban communication system using the proposed approach,thereby demonstrating the feasibility of the method.The results show that the framework enables explicit estimation of post-earthquake functionality levels,spatial distribution of failed components,and recovery duration.This facilitates the establishment of targeted objectives and practical measures to enhance post-disaster functionality and accelerate system restoration,and then provides actionable insights for optimizing communication system seismic resilience.In addition,the seismic capacity of building structures is the main factor affecting the post-earthquake function of communication buildings,base stations and the entire communication system.Improving the seismic performance of old communication buildings can effectively enhance the post-earthquake functionality level of the whole communication system.
