Abstract
[Research purpose]As an emerging technology in the intelligent era,generative artificial intelligence has made remarkable contributions to assisting the government in scientific decision-making,optimizing government services,and improving government work efficiency,thus becoming a new approach to enhancing the construction level of digital governments.Embedding generative artificial intelligence into the construction of digital governments is conducive to building a humanistic and caring smart digital government.[Research method]Drawing on a variety of cases,this paper starts with an analysis of the value of embedding generative artificial intelligence in the construction of digital governments,systematically examining the convenience that the emergence of artificial intelligence technology has brought to the development of government affairs.However,the existence of technological alienation has introduced numerous risks to the embedding process,such as data security issues,algorithmic bias,technological dependence,and legal and ethical dilemmas.[Research conclusion]Therefore,this paper attempts to construct a four-dimensional framework encompassing data,algorithms,technology,and law.In response to the risks arising from the embedding process,it proposes solutions such as ensuring data security,optimizing algorithm design,strengthening technical supervision,and improving laws and regulations.It is expected that these measures will provide references for giving fuller play to the positive role of generative artificial intelligence in digital government construction and promoting the digital transformation of governments in the future.关键词
