Abstract

In order to build a multi-objective optimal location model of urban emergency refuge with good accessibility,strong capacity and low economic cost,three objective functions were set up,namely,minimizing the total evacuation distance,maximizing the number of people covering the demand points and minimizing the number of emergency ref-uge sites.With the maximum service range and maximum population capacity of each e-mergency refuge site as constraints,the fast non-dominated sorting genetic algorithm with elite strategy(NSGA-Ⅱ)is employed to solve this site selection problem in Hengyang City.The results showed that:(1)There were 23 global optimal solutions satisfying the conditions,and the differences among the optimal individuals indicated that different opti-mal solutions could reach the global comprehensive optimal in the multi-objective optimiza-tion problems.(2)Zhengxiang District and Zhuhui District have the highest demand for shelters,requiring a minimum of 9 and 10 emergency shelters respectively;Shigu,Yan-feng,and Nanyue districts require a minimum of 4,4,and 3 emergency shelters respec-tively;(3)Shigu District and Zhuhui District need alternative sites from other areas.It is recommended to upgrade or add alternative sites within these two districts during future planning processes.
