The Basic Implications,Constraining Factors,and Strengthening Paths of the Executive Power of the Ecological Protection Red Line Institution

Abstract
The 3rd plenary session of the 20th Central Committee of the Communist Party of China(CPC)emphasized the need to"implement the ecological protection red line management institution"and proposed and studied the issue of strengthening the executive power of the ecological protection red line institution,which has become increasingly necessary and important.From the perspective of"institutional execution power",the ecological protection red line institution can be relatively distinguished into the executed ecological protection red line institution,the institution for executing the ecological protection red line institution and its supporting institutions.The execution power of the ecological protection red line institution refers to the ability,strength,and effectiveness of the institutional executor to transform the text content of the ecological protection red line institution into practical results.It is constrained not only by institutional factors,but also by human factors,resource factors,and environmental factors in the execution of the institution.Strengthening the executive power of the ecological protection red line institution requires,combining institutional construction with non institutional construction,not only strengthening the construction of the ecological protection red line institution,but also enhancing the executive ability and strength of the ecological protection red line institution.关键词
