Strengthening the Capacity for Stable Supply of Grain and Other Key Agricultural Products:Policy Orientation,Practical Challenges,and Strategic Pathways

Abstract
Enhancing the capacity to ensure stable and sufficient supplies of grain and other key agricultural products is not only a clear directive of China's recent No.1 Central Documents,but also a cornerstone for building a strong agricultural sector and safeguarding national food security.Since the 18th National Congress of the Communist Party of China,a series of strategic policy initiatives have driven historic improvements in the country's capacity to ensure the supply of essential agricultural products.Significant progress has been made in areas such as production capability,technological support,loss reduction efficiency,and the development of a diversified supply system.However,persistent challenges remain,including constraints on arable land,innovation bottlenecks,supply chain losses,international risks,and the impacts of climate change.To further strengthen this supply capacity,targeted actions are needed in five key areas:consolidating the foundation for stable and increased production,enhancing agricultural innovation capabilities,establishing a comprehensive loss-reduction system across the supply chain,diversifying international supply networks,and improving resilience to disasters and climate variability.These efforts are essential to accelerating the construction of an agricultural power and ensuring long-term national food security.关键词
