Can Photovoltaic Poverty Alleviation Policy Reduce the Urban-rural Income Gap under Rural Revitalization:An Analysis Based on County Data

Abstract
The implementation of rural clean energy construction projects is a key task of rural revitalization.Using China county panel data and the policy of photovoltaic poverty alleviation pilot,this paper screen the important factors affecting the urban-rural income gap by Lasso regres-sion of machine learning.Then,TWFE estimation and robust estimation of heterogeneity of stag-gered DID model are used to explore the impact of photovoltaic poverty alleviation policies on the urban-rural income gap at county level and its internal mechanism,and quantile regression is used to explore the policy effect of photovoltaic poverty alleviation policies under different levels of in-come gap.The study finds:(1)Photovoltaic poverty alleviation policy is an important factor affect-ing the urban-rural income gap,which can significantly reduce income gap,and the photovoltaic poverty alleviation policy implemented in different groups and different periods has different policy treatment effects.(2)There is regional heterogeneity in the policy effect of photovoltaic poverty al-leviation policy,and the policy effect is more significant in the central and western regions,areas with self-sufficiency in electricity and areas with better development of secondary and tertiary in-dustries,and the implementation effect in the old revolutionary base areas is worse than that in the non-old revolutionary base areas.(3)Photovoltaic poverty alleviation policy can reduce the income gap through income increase effect and endogenous capacity improvement.At the same time,the technical effect will expand the policy effect.(4)When income gap exceeds the safe cat-egory,the photovoltaic poverty alleviation policy can effectively reduce the gap,so that it is within a reasonable safe range.This paper provides empirical evidence for reducing the urban-rural in-come gap to promote common prosperity,and also provides suggestions for rural clean energy con-struction and rural revitalization.关键词
