Abstract
This study systematically investigates the institutional barriers and potential solutions to the transformation of job-related scientific and technological achievements in China,adopting the perspective of institutional logics and actor interactions.The research finds that structural conflicts among administrative logic,market logic,and academic logic constitute the key reasons plunging the transformation process into a systemic dilemma characterized by actors being"unwilling,unable,and hesitant to transform".Furthermore,the misalignment of objectives among key stakeholders-including researchers,universities/research institutions,enterprises,and the government-further exacerbates resistance to transformation.To address these issues,the study proposes theoretical pathways such as constructing an institutional system adaptive to the needs of property rights incentives and fault tolerance,and developing specialized networks of technology transfer managers.These measures aim to reconstruct the institutional framework and foster collaborative interactions among the actors.Compared to traditional case analysis approaches,this study constructs a comprehensive analytical framework integrating the dual dimensions of"institutions-actors,"providing theoretical support for deepening reforms of the science and technology innovation system under the current context of developing new quality productive forces.关键词
