Abstract
In response to the outbreak of COVID-19 pandemic,the US federal government launched Operation Warp Speed(OWS),which aims to develop a COVID-19 vaccine in record time.The OWS program ultimately shortened the vaccine development cycle from the traditional 8 to 10 years to 10 months,enabling the United States to successfully develop a safe and effective COVID-19 vaccine using mRNA technology for the first time.The OWS project has established a public-private partnership innovation mechanism by clear commercialization goals,a whole-government coordinated strategy,redundant government funding to reduce risks,parallel manufacturing and on-site supervision and coordination,and flexible and efficient regulatory strategies.This model can be applied to temporary crisis conditions to solve the problems with specific goals,high risk of returns,and insufficient market incentives,providing a reference for dealing with future public health emergencies in China.关键词
