Comparison of Domestic and International Cases of Scientific and Technological Talent Sharing and Their Implications

Abstract
The global innovation landscape is undergoing profound changes.In this context,technology talent sharing,as a pivotal mechanism for breaking down the mobility barriers of innovation factors,plays a vital role in reconstructing regional innovation ecosystems and catalyzing the collaborative efficiency of industry-university-research partnerships.This paper examines technology talent sharing models from both inter-regional and inter-organizational perspectives.By reviewing exemplary and practice-validated cases across nations,cities,and institutions within prominent regional integration zones and mature cross-regional innovation clusters worldwide-particularly those demonstrating significant achievements in domestic and international regional integration processes-we conduct a comparative analysis of differentiated models and pathway implications in technology talent sharing.Based on these insights,targeted policy recommendations are proposed to optimize innovation resource allocation and enhance collaborative innovation efficiency.关键词
