Exploring International Standards and Innovative Mechanisms for Public Participation in Beijing Central Axis World Cultural Heritage

Abstract
After the Beijing Central Axis was inscribed on the World Heritage List,it became necessary to submit Periodic Reports on the implementation of the World Heritage Convention,in accordance with the latest version of the Operational Guidelines for the Implementation of the World Heritage Convention.These reports assess whether the Outstanding Universal Value(OUV)of properties inscribed on the World Heritage List is being sustained over the long term.Public participation plays a vital role in enhancing the capacity building,research,education,and interpretive communication of World Heritage.Within the overlapping context of a"megacity-capital core functional area-architectural complex",the Beijing Central Axis World Cultural Heritage site has established a multi-level collaborative mechanism for public engagement in World Heritage.Digital technologies are leveraged to empower innovative public participation in the interpretation and dissemination of the Central Axis.Anchored in the Operational Guidelines,initiatives such as the Beijing Central Axis Cultural Heritage Inheritance and Innovation Competition have enabled both the international adaptation and local innovation of public participation mechanisms.This approach contributes a new paradigm for public involvement in World Heritage conservation in megacities with a future-oriented perspective.关键词
