Identification of Key Regions and Regional Carbon Transfer Pathways for Achieving the"Dual Carbon"Goal in China

Abstract
Some provinces in China exhibit high levels of production-side carbon emission and embodied carbon transfer("double-high"provinces).It is of great significance to conduct research on carbon transfer in"double-high"provinces to achieve the goal of"dual carbon".The multi-regional input-output data of 2017 and the multi-regional input-output model(MRIO)are employed to identify the"double-high"provinces in China.On the basis of analyzing the pathway of carbon transfer,this paper screens out the critical path,and subsequently simulates the carbon emission reduction efficiency in each province under different emission reduction scenarios.The results indicate that the"double-high"provinces,such as Hebei,Shanxi and Inner Mongolia,are pivotal for attaining the objective of"dual carbon"in China.Additionally,as a consequence of the inter-provincial trade activities prompted by the geographical proximity effect and industrial complementary effect,the carbon transfer path of"double-high"provinces exhibits notable regional and hierarchical characteristics.In the critical path of carbon transfer in"double-high"provinces,the carbon transfer objects are predominantly provinces with higher economic development degree.Ultimately,in the"double-high"provinces,the carbon emission reduction efficiency of resource-dependent provinces is relatively high,while that of economically developed provinces is comparatively low.Accordingly,it is recommended that the"double-high"provinces implement carbon emission reduction work in accordance with their specific characteristics,while assuming shared responsibilities and coordinating emission reduction with the provinces involved in carbon transfer.They should also serve the overall national interest and balance the economic development.关键词
