黄河流域生态文明建设示范区的"减排增效"效应研究
Study on the effect of"emission reduction and efficiency increase"in the demonstration area of ecological civilization construction in the Yellow River Basin

Abstract
The key to ecological protection and high-quality development in the Yellow River Basin lies in the reduction of pollution and carbon emissions and the simultaneous improvement of energy efficiency,i.e.,"reducing emissions and increasing efficiency".The ecological civilization construction demonstration zones,as an innovative form of location-oriented environmental governance,are of great significance in promoting the ecological protection and high-quality development of the Yellow River Basin to a new level.Therefore,the establishment of ecological civilization construction demonstration zones is regarded as a quasi-natural experiment,and the panel data of 84 prefectural-level cities in the Yellow River Basin from 2007 to 2022 are taken as samples to explore their impact on the"emission reduction and efficiency enhancement"by using the staggered double-difference method.The results show that the ecological civilization construction demonstration zones policy effectively reduces pollution and carbon emissions and promotes the improvement of energy efficiency,i.e.,it has a significant effect of"reducing emissions and increasing efficiency".This effect is mainly realised by promoting green technology innovation,industrial structure transformation and raising citizens"concern for environmental protection.In cities with high environmental regulation intensity and upstream cities,the policy has a more obvious"emission reduction"effect;in cities with low environmental regulation intensity and middle and downstream cities,the"efficiency enhancement"effect is more obvious.The policy of ecological civilization construction demonstration zones and the strategy of ecological protection and high-quality development of the Yellow River Basin can produce the synergistic effect of"emission reduction and efficiency enhancement".关键词
