Abstract
To drive the reform of the modern water conservancy industry,it is necessary to promote the development of new quality productive forces in water conservancy in multiple dimensions.In this process,the rule of law serves as the core internal driving force.The rule of law plays a significant role in cultivating new quality water conservancy workers,innovating new quality water conservancy production materials,and promoting high-quality development of water conservancy.However,the revolutionary development of new quality productive forces in water conservancy has triggered multiple legal challenges,including insufficient legislation in emerging fields of water conservancy,low overall efficiency of water conservancy law enforcement,unreasonable allocation of water conservancy judicial resources,and weak legal awareness among water conservancy market entities.Institutional responses should be made to the challenges faced in each link of law enforcement through the establishment and improvement of a dynamic water conservancy legislation system,the construction of supporting systems for smart water conservancy law enforcement,the innovation of judicial collaborative governance mechanisms in river basins,and the improvement of law-abiding incentive mechanisms.These responses not only transform the advantages of the rule of law and institutions into governance effectiveness,ensuring the efficient and high-quality development of the new quality productive forces in water conservancy under the guarantee of the rule of law,providing a solid institutional guarantee for the digital transformation and sustainable development of the water conservancy industry,and ultimately achieving a multi-dimensional balance among water security,water ecology,and water conservancy economy.关键词
