Evaluation of the Effect of Four Scientific Funds in China:Research on Disruptive Innovation and Impact Based on Papers

Abstract
Under the background of the in-depth implementation of innovation-driven development strategy,China's scientific research funding system is transforming from scale expansion to quality improvement,and the accurate performance evaluation of the funding system is of key significance to achieve high-level scientific and technological self-reliance.This study develops a dual-dimensional evaluation framework for research funding effectiveness focusing on disruptive innovation and academic impact,systematically assessing and comparing funding outcomes across four major Chinese research programs:National Natural Science Foundation,China Scholarship Council,National Key Research and Development Program,and China Postdoctoral Science Foundation.Combining the use of InCites database and COCI,on the basis of academic impact evaluation(cumulative citation and CNCI),disruptive innovation evaluation indices(absolute disruptive index and corrected disruptive index based on citation data)based on citation network analysis of the innovation of scientific research papers are introduced.Spearman correlation test is used to identify correlations between indices.Regional heterogeneity is analyzed by Kruskal-Wallis nonparametric test.The study analyzes and compares the characteristics and differences of each fund from the aspects of funding strategy,regional distribution,institutional effectiveness,and discipline layout,and provides references for optimizing the allocation of scientific research resources and improving the funding system in China.关键词
