Service Efficiency Evaluation of Public Digital Culture Platform

Abstract
Scientific evaluation of the service efficiency of public digital culture platform is a necessary means of assessing the actual effectiveness of platform construction in order to adjust their working methods and optimize their service models.The article proposes a comprehensive evaluation scheme that fits the characteristics of the service efficiency of public digital culture platform using TOE theory as the indicator framework and the hesitant fuzzy MEREC-EDAS method as the core.Firstly,the TOE theory oriented to the technological application situation is used to construct an integrated evaluation index system for the service efficiency of public digital culture platform covering three primary indicators,seven secondary indicators,and eighteen tertiary indicators.Secondly,taking the average level as the superiority and inferiority reference point,hesitant fuzzy MEREC-EDAS method,which integrates the evaluators'risk preferences and conforms to the nonlinear change characteristics of the platform's service efficiency,is proposed based on the hesitant fuzzy set characterization of the evaluation information to measure the platform's service efficiency.Finally,four public digital culture platforms in Yunnan Province are selected for empirical research,and corresponding countermeasures and suggestions are proposed based on the analysis results.The results indicate that the evaluation scheme can provide theoretical support for improving the efficiency of public digital culture platform services.关键词
