市域(郊)铁路的正外部性效益评估研究:以上海金山铁路为例
Research on Assessment of Positive Externality Benefits of Urban(Suburban)Railways:A Case Study of Shanghai Jinshan Railway

Abstract
Urban(suburban)railway is a focal point for the development of China's"new transportation modes",aiming to actively leverage their positive externalities for urban social and economic growth.Unlike newly constructed urban(suburban)railways,which were designed with systematic urban spatial layouts from the beginning,urban(suburban)railways based on existing national railway line reconstructions face limitations due to original land types and industrial conditions.These constraints make it challenging to adjust the land use functions and related urban development along the route after reconstruction,requiring ongoing monitoring and appropriate measures to promote positive externality benefits effectively.This paper constructed an indicator system for positive externality assessment across six dimensions:land use vitality,socio-economic scale,transportation accessibility,road network configuration level,transportation service facility level,and transportation environmental benefits.The entropy weight-TOPSIS model was used to determine the weight of each indicator and conduct a comprehensive evaluation.Using the Shanghai Jinshan Railway as an example,the study analyzed the trends in positive externality benefits and the effectiveness of measures taken since its reconstruction and operation from both temporal and spatial perspectives,providing references for other similar railway lines.The results confirm that in the first three years of Jinshan Railway's operation,the year-on-year growth rate of transportation indicators in station areas is 14.66%,significantly higher than the 5.27%growth in economic indicators.From the 4th year to the 6th year,the growth rate of transportation indicators drops to 11.08%while that of economic indicators rises to 11.92%,revealing a time-lag effect in externalities characterized by the sequence"transportation optimization→land value appreciation→industrial upgrading".关键词
