The Mobilization Attribute in Chinese Bureaucracy:Forms Evolution and Cognitive Reconstruction

Abstract
Different from the routinization orientation of Weberian bureaucracy,Chinese bureaucra-cy emphasizes the role of political mobilization in its operation,which constitutes an important fea-ture.In different historical periods,political mobilization has different forms,showing an iterative development trend in terms of mobilization scope and operation mode.In terms of dimensions such as time,domain,structure,and process,the mobilization attributes of the current Chinese bu-reaucracy have specific forms of existence.For the relationship between bureaucracy and political mobilization,it is necessary to go beyond the previous paradigms of disease theory,dualism,trans-formation theory,and instrumental theory,and reconstruct the understanding at the level of insti-tutional attributes and conceptual connotations,forming cognitive paradigms of birth theory,fusion theory,evolution theory,and attribute theory,to find more sufficient theoretical space for political mobilization.For the development direction of Chinese bureaucratic,the Chinese government needs to further strengthen the interaction and integration of political mobilization and routinization gov-ernance,achieve better national governance,and further reflect the comparative advantages of Chi-nese political system.关键词
