Upward-Downward Accountability Avoidance and Dual Backlash Effects:How Does the Policy Idling Occur in Grassroots Poverty Relapse Prevention Governance

Abstract
The issue of why grassroots policies fall into idling has become a hot topic in academic circles,yet the academic community remains unclear about the generative mechanisms of this prob-lem.In fact,policy idling involves not only grassroots officials but also intermediate governments,grassroots governments,and policy recipients.The case of H County's anti-poverty return policy shows that intermediate and grassroots governments have formed a hidden vertical blame avoidance coalition to jointly cope with the accountability risks arising from environmental uncertainties.They achieve result-oriented certainty through strategic ambiguity and digital production.Under the state of quasi-complete information,grassroots governments and poverty-alleviated households,based on the maximization of self-interests,ensure data recognition and reduce data risk points through"patchwork response"and"rational calculation",thus jointly creating a"collusive silence".This digital aesthetics reverses the effect of the top-down factual control and normative control,pushing policies into an idling state of"exerting efforts without achieving results".关键词
