Abstract
Collaborative governance is regarded as the best tool for handling emergency situations.Scholars talk more about the structural elements and less about the transformation process of these structural elements.This paper talks about the reform of the emergency management system in City B.It reveals that key to cross-departmental collaboration in emergency management is"struc-tural fitting".The first is organizational structure fitting.The digital platform incorporates inde-pendent and decentralized functional departments into virtual cyberspace.Immediately delineates the framework for departmental collaborative actions through information transmission.The second is power structure fitting.Deliberation and coordination agency collect independent department pow-er and coordinate the cross-departmental collaborative process.The third is resource structure fit-ting.Digital information resources are aggregated,and emergency material resources are advanced,eliminating the gap between the"all subjects"and the"user subjects"of emergency resources.It simplifies the process of departmental collaborative response."Structural fitting"supports the planning,guarantee and execution links of cross-departmental collaboration,forming a triangular stable structure of cross-departmental collaboration.In the future,departmental collaboration should be considered from the basic elements,systematically focusing on the process mechanism to form a collaborative emergency response synergy.关键词
