"规划"与"累进"之间:社区韧性概念批判
Between"Planning"and"Progressive":A Critical Examination of Community Resilience Concept

Abstract
Community resilience,as a key scale of urban resilience governance,faces multiple ten-sions in its theoretical evolution and practical application.This paper,through literature analysis and theoretical critique,systematically combs through the two paradigm shifts in the domestic un-derstanding of resilience:from"modular"understanding to"systemic"understanding,and then to attempts at"indigenization"innovation.The existing resilience theories have limitations when ap-plied to urban systems:the modular understanding and the urban stability orientation lead to agen-da fragmentation and system rigidity;evolutionary resilience neglects cross-scale interactions and endogenous risk sources,making it difficult to fit the complex governance context of Chinese com-munities.The framework that dialectically integrates"planning resilience"and"progressive resili-ence"argues that community resilience needs to transcend the single equilibrium assumption and build a three-dimensional capability-building goal of"resistance,adaptability,and change"within the"city-community-individual"multi-scale nested interaction.The study further points out that the essence of resilience must return to"the modernization of people,"and by stimulating the subjectivity of residents to bridge the gap between"what should be"and"what is".关键词
